Labor’s challenge is to build stronger, more effective, more efficient, and more democratic unions in spite of the continuing decline in union density.  

EFFECTIVENESS is the ability to use the organization’s resources to achieve its strategic objectives.

The Changing Situation of Workers and Their Unions, A Report by the AFL-CIO Committee on the Evolution of Work notes, "We are confident that the labor movement has the capacity to continue the never-ending process of renewal and regeneration that has enabled unions to remain the authentic voice of workers and the chosen vehicle for expressing their will."
